When I began my career in construction more than two decades ago, I believed—as many professionals do—that projects succeed or fail primarily through execution.

Schedules, budgets, reports, and relentless effort appeared to define performance. Experience taught me otherwise.

Projects do not fail because people do not work hard.
They fail because decisions are made without structure, context, and timing.

Over the course of my career, I have worked across more than ten countries, delivering more than 200 projects with a combined contract value exceeding USD 6 billion. I have served as a field engineer, planner, cost specialist, consultant, system designer, developer, and owner-side advisor.

Across cultures, markets, and delivery models, one pattern repeated itself consistently:

When projects struggle, the root cause is rarely technical.
It is almost always a decision failure — not an execution failure.

That realization changed the direction of my professional life.

The Academic Pursuit

Alongside practice, I pursued academic research to better understand how complex construction decisions could be modeled, anticipated, and improved. My research focused on artificial intelligence–based decision support systems—specifically neural networks and fuzzy logic—applied to construction cost behavior and indirect cost management.

Long before "predictive AI" became an industry buzzword, this work explored how uncertainty, incomplete information, and human judgment could be transformed into structured decision intelligence.

The conclusion was clear:
Technology is powerful — but only when it is built on sound management architecture.

The Birth of xPM

That belief led to the creation of xPM. xPM was founded on a simple but demanding principle:

Before managing a project, you must first design the management and decision system behind it.

Without this foundation, reports become noise, dashboards lose credibility, risks remain theoretical, and problems surface only when options are limited. With it, complexity becomes understandable, uncertainty becomes visible, and decisions can be made early enough to protect value.

Our Culture

What Drives Us

More than a consultancy — a community of professionals committed to transforming how construction decisions are made.

Decision-First Thinking

We believe every project outcome is shaped by the quality of decisions made early.

Integration Over Silos

We connect cost, schedule, risk, and contracts into unified decision frameworks.

Technology With Purpose

We deploy AI and BI as decision support, not reporting layers.

Client Partnership

We work alongside owners, not just for them, sharing accountability for outcomes.

Looking Forward

A Future With Purpose

Today, the construction industry is surrounded by powerful digital tools and ambitious promises of automation. Many of these technologies are valuable. But tools alone do not create control. They simply amplify whatever system already exists—good or bad.

Our work is not about replacing people with technology.
It is about supporting human judgment with structure, intelligence, and predictive insight.

This is where predictive AI becomes meaningful—not as a black box, and not as a substitute for experience, but as an extension of it. When historical data, cost behavior, progress signals, risk indicators, and institutional knowledge are structured correctly, AI can help anticipate outcomes, surface emerging threats, and support better decisions before they become urgent.

To improve the quality and timing of decisions that protect capital and confidence.

Our Promise

We do not promise perfect outcomes. Construction will always involve uncertainty. What we promise is something more durable:

A disciplined way of governing, predicting, and deciding that reduces surprise, preserves value, and enables leadership to act with clarity.

That is the work we do.

That is the standard we hold ourselves to.

And that is why xPM exists.

With purpose and commitment,

Dr. Omar Bisen
